V Military Rank System

V. Joining the Rebel Military Service Section Last Updated: 7/12/10

1.) The Rank System: Several characters have a military rank in the Rebellion. Some start in military service such as the Rebel Special Forces Operative, but other characters have joined up voluntarily. At this time player characters can only join the Rebel Special Forces, but they can choose a specialty field such as Ground Ops, Space Ops, or Tech Ops. Any other branch of the Rebel military would prevent freelance missions (the character would be retired). The rank system is based on points earned to show advancement through the enlisted and then the officer ranks. The system involves Rank Points. One character point earned equals one rank point. Adventures may award additional points to players as appropriate however only to actual members of the Rebellion. There are two levels of ranks, Enlisted and Officers. The number of Rank Points collected determines the rank of the character.

2.) Joining Up: If a player character joins the Rebellion, any previously earned character points apply towards the ranking system. However, a character with 100 character points (100 rank points) does not immediately begin at the rank of Sergeant or a character with 500 rank points start at the rank of Captain. A player character must advance to that rank, but will do so swiftly. If their character points earned puts them in the enlisted rank bracket, then they begin at Private/Recruit and at the completion of each adventure they will go up a rank until they reach the correct rank for their point total. If their character points earned puts them in the officer’s bracket, then they begin at Second Lieutenant and at the completion of every two adventures they will go up a rank until they reach the correct rank for their point total. Until a character has officially joined up, they are ineligible for bonus rank points.

3.) Converting Characters from the Old Rank System: All characters that already have a rank before this system is put into place will be evaluated on a case-by-case basis. Those that have a lower rank than that listed will advance one rank per adventure until they are at the correct rank. Those that have a higher rank than that listed will be evaluated and possibly be granted bonus rank points in an attempt to maintain that rank. However in the case of an excessive difference in rank their previous rank will be considered a field commission, which means that as long as the player character performs their duty unwavering to the Rebel cause they will maintain their field commission. However, they cannot advance until they have made up the necessary rank points. If the player character fails in their duty or commits some violation, the field commission is revoked and they assume their appropriate rank.

4.) Rank Pay: All player characters receive the standard base pay for being associated with the Rebel Alliance. Those characters that have ‘joined up’ receive additional rank pay based on their current rank. The pay is equal to 100 plus the low-end rank point requirement for their current rank in credits (see above chart).

5.) The Declaration of Rebellion: (excerpt from The Rebel Alliance Sourcebook)
Shortly after the signing of the Corellian Treaty, Mon Mothma decided that it was time to make clear to the galaxy the political objectives of the Rebellion. Until this time, Imperial propagandists had been having good success portraying the Rebels as “pirates, criminals, and anarchists, intent upon overthrowing the Empire for personal gain.” Issuing the “Declaration of Rebellion,” Mothma wanted to set the record straight for all time.
The Declaration of Rebellion was written by Mothma herself and addressed directly to the Emperor. Millions of holo-copies of the document were made and distributed by the Alliance’s growing intelligence network. Within days, the Declaration could be found on virtually every planet in the Empire. Its effect was everything that the Alliance could have hoped for – and more.

Formal Declaration of Rebellion

We, the beings of the Rebel Alliance, do this day send forth this Declaration to His Majesty, the Emperor, and to all sentient beings in the galaxy, to make clear to all the Purposes and Goals of this Rebellion.

We firmly acknowledge the importance and necessity of the institution of Galactic Government. We accept that all must subjugate themselves to that Government, giving up certain rights and freedoms, in return for peace, prosperity and happiness for all.
We believe that the Galactic Government derives its power and right to rule from the consent of the governed. We believe that, should the rights of free beings be willfully and malignantly usurped, it is the unalienable right of said beings to alter or abolish said Government.

We believe that the Galactic Empire has willfully and malignantly usurped the rights of the free beings of the galaxy and therefore, it is our unalienable right to abolish it from the galaxy.
We do not take this course lightly. Governments long established should not be changed for light and transient causes, but when a Government displays a history of usurpation, abuse and moral atrocity, displaying a clear design to subjugate totally and absolutely beings born free under the auspices of nature, it is our right – our duty – to depose that Government.

The history of the present Galactic Empire is of repeated injuries upon its members, with the direct objective of establishing you, Emperor Palpatine, as absolute tyrant over the galaxy:
You have disbanded the Senate, the voice of the people;
You have instituted a policy of blatant racism and genocide against the non-Human peoples of the galaxy;
You have overthrown the chosen rulers of planets, replacing them with Moffs and governors of you choice;
You have raised taxes without the consent of those taxed;
You have murdered and imprisoned millions without benefit of trial;
You have unlawfully taken land and property;
You have expanded the military far beyond what is necessary and prudent, for the sole purpose of oppressing your subjects.

We, the Rebel Alliance, do, therefore, in the name – and by the authority – of the free beings of the galaxy, solemnly publish and declare our intentions:
To fight and oppose you and your forces, by any and all means at our disposal;
To refuse any Imperial law contrary to the rights of free beings;
To bring about your destruction and the destruction of the Galactic Empire;
To make forever free all beings in the galaxy.

To these ends, we pledge our property, our honor and our lives.

6.) Sparks Rebel Alliance Code of Conduct: Those who work for the Rebel Alliance, must adhere to conduct which is not considered immoral or illegal unless to overthrow the Galactic Empire and the reinstatement of the Republic. All Jedi will be held to the Jedi Order's code of conduct. Those individuals that conduct Personal Initiatives which conflict with the beliefs and Declaration of the Rebellion may be arrested, brought up on charges, or disavowed. Individuals with rank within the Rebellion who help those who have not adhered to such rules are subject to demotion and possible court martial. Freelance workers who help those who have not adhered to such rules are subject to their contract being terminated and loss of any future work with the Rebel Alliance.

Player Characters and Gamemaster non-Player Characters can present charges for any action that they have either firsthand knowledge or a strong suspicion of being committed. If the PC in question hides the action from other NPCs and PCs, then it may limit what kind of response is acceptable. The NPC or PC must not be metagaming some assumed offense. They must have some legitimate knowledge or suspicion of an offense. The complaint should be submitted ‘In Character’ to the Crucible Sector Alliance Command authorities.

Below is a list of some potentially objectionable behavior (some are minor and should only evoke minor punishments while some are extreme and should evoke major disciplinary action).
Conduct Unbecoming an Alliance Member
Conduct Unbecoming an Alliance Officer
Conduct Unbecoming an Alliance Freelance Operative
Unauthorized Execution of Non-combatant
Unauthorized Confinement of Non-combatant
Unauthorized Torture
Theft from Known Alliance Personnel
Violating Orders
Execution of Surrendering Combatants (considered non-combatants at that time)
Unauthorized Execution of Detained Combatants (only when specific arrangements have been made to handle these POWs)
Below is a list of potential punitive actions and penalties for substantiated charges. Again these are all possibilities that may be considered by the ‘In Character’ Rebellion review board on a case by case basis. We do NOT want a specific penalty for a specific offense. The penalty should be subjective to the ‘In Character’ investigation, mitigation, and review. Some of these options only affect PCs that have officially joined the Rebel ranks, but several of them can be applied to a freelance operative or volunteer.
Confinement (miss a set number of events)
Probation (PC is under review from highest ranking table member for a set number of events)
Loss of Rank Points (permanent or temporary)
Demotion – immediate reduction in rank regardless of Rank Points (permanent or temporary)
Citation – written warning in the operations file that could be used for future punitive consideration
Sever Rebel relationship (should require an advance warning and/or used only for extreme offenses)
Suspension of Pay (set number of events)
Unofficial Verbal Reprimand (not in operations file)
Corporal Punishment (anything from lashes to execution in extreme cases – extreme cases should require some form of warning)

7.) Crucible Sector Leadership Council: The following NPCs are the leaders of the Crucible Sector Rebellion efforts after the events of Sparks #110B, and their area of control. Most often (when not on assignment or in the field) they can be found at Insight base, which is a mobile spacedock/repair station hidden in deep space outside the Crucible Sector.
Admiral Brian Garner – Council Head, Diplomacy, Overall Sector Command
General Payne – Ground Forces
Admiral Velasquez – Space Forces
Captain Regis Starmon – Procurement, Logistics, and Privateering
Lem Salizar – Intelligence, SpecForce (Ground, Space, Tech) Operations, Freelance Operatives
Admiral Sorrus– Rebellion High Command Liaison; when Admiral Sorrus is out of the Sector his aide Captain Brian Stratford fills this position and reports to Admiral Sorrus at Rebellion High Command
Open Position – Support Services (Finances, Research & Development)
